Week 12 [21-27.01.19] Taxes in Poland

Have you ever thought about the fact that taxes in Poland are too high? In my opinion, unfortunately yes. In the case of having a "contract of employment" we pay 18% income tax (PIT) and about 20% for social insurance (ZUS). How can you present it differently? If we work for a period of 10 years, then we work for two years for  our social insurance and we work for 2 years for the income tax. I believe that the income tax is immoral and unethical, because it punishes people who work and want to get rich ... The more we earn, the higher the percentage of tax thresholds apply to us. Of course, taxes must exist and are needed, however, I am a supporter of the minimum state and poll tax, that is, for every citizen. Taxes would be allocated to the army, police, courts and the smallest administration, it would amount to 500 PLN. At the moment, unemployed people receive benefits that work for people who work, which in my opinion is unfair. When it comes to social security, the goal is lofty - solidarity and "social justice", but let's look at the facts ... A few million Poles left Poland looking for better work (often lower taxed). For comparison, the tax-free amount in Poland has been at 3091 PLN for the last 9 years, in Great Britain it is 11,500 GBP = 60,000 PLN. The Polish society is aging, the average life expectancy has increased, more and more people are retiring, less and less work is being done, and fewer children are born because Poles simply can not afford  to raise children. The current government instead of lowering the taxes for Poles offers them 500+. I believe that this program is harmful because it encourages women to give birth to children and to stop working. But did anyone think about what would happen when the next government eliminated the 500+ program? I believe that a much better solution would be the option of deducting more money at the end of the year (PIT settlement) - this is the case, for example, in the Czech Republic.

The tax-free amount, or more precisely the amount of tax-free income - the amount of income that does not have to pay income tax. The tax-free amount is one of the elements of the tax system.

2018

• People who earning less than 8,000 PLN annually don't pay income tax
• Revenue in the range of 8,000 PLN to 13,000 PLN - degressive amount from 8001 PLN to 3091 PLN
• Revenue from 13,000 PLN to 85 528 PLN annually - 3091 PLN tax-free
• Revenue from 85 528 PLN to 127,000 PLN - degressive amount from 3091 PLN to 0 PLN.
The income below the threshold of the tax-free amount does not exempt Poland from the obligation to submit a taxpayer's annual tax return.

1992 - 2009 - 2016

In 1992 (in the first year for which taxpayers submitted tax returns) the tax-free amount was 4 million 320,000 PLN at that time. From 2009 until 2016 inclusive, the tax-free amount was 3091.00 PLN. The amount of the tax-free amount was in:
• 2009-2016 - 3091.00 PLN

• 2007 - 3013.37 PLN
• 2003-2006 - 2789.89 PLN
• 2002 - 2727.16 PLN
• 2001 - 2596,43 PLN
• 2000 - 2295,79 PLN

The Act on Personal Income Tax provides for a number of redundancies granted to individual professional groups on special terms. For example, in the case of parliamentary allowances, the tax exemption per annum is 27,000 PLN (2280 PLN per month).


Tax-free amount in the European Union

In the vast majority of countries, in addition to income tax, the tax wedge also includes compulsory insurance premiums, the amount of which may not be limited. This is, among others in Poland, where in turn paid insurance premiums reduce taxable income and tax due. In addition, in many countries the free amount is higher for taxpayers bringing up children.

In the Czech Republic a tax reduction (discount) of 24840 CZK (for each taxpayer) applies. This amount is deducted from the tax due and can always be used. Full-time employee (without further discounts) the income tax will start to pay from an income of CZK 165700.

In Ireland, there is a tax credit of 1650 EUR + 1650 (single-person household). This amount is deducted from the tax due.

In my opinion taxes in Poland are note only too high but generally inappropriate. The whole system should be changed because in Poland we have sick situation. When you think about opening your own company etc. you have to calculate everything. You may find out that leading big company and earning a lot will make you too give big sums of your money to government. In fact you will put small amount of money into your pocket. You have to check because maybe working in company as casual employee you will be able to have same amount of money.
There must be some income tax but it should be changed as for me.
Thank you for your attention and your answer. I think that the income tax should be liquidated both from personal income tax and corporate income tax.
The desperate tweaks with taxes has always showed one thing -- the incompetence of the government. When the country is at the brink of a crysis, it is super tempting to get your hands of the taxes levers, excise duties, refinancing rate, and so on. This, while may seem as an easy solution, is in fact not a solution at all. The only way for a country to get out of a debt pit -- is to get foreign investments.
Thank you for your attention and answer. Of course, I agree with you that foreign investors have a positive impact on the economy. However, many of them were discouraged from investing in Poland because we have a very complicated tax law.

I think that there should be not such thing as flat income tax rate. But we should rethink what are appropriate thresholds for every category, and also maybe we should think how to grow average income so we won't need tax deduction policies. Also I agree with topic starter, that stimulating people to give birth to children because of money will only affect poorest layers of society, instead of people who really are taxpayers.

Taxes have always been, are and will be needed. Without the tax we wouldn’t be able to maintain our own government, army and everything thanks to which this country functions. Income tax should also exist. The biggest problem is the amount of these taxes. If taxes were a bit, bit smaller less companies would run away from our country. Example: a lot of companies that worked well in Poland have moved their offices eg to Czech Republic, to pay lower taxes there. Another problem is the doubling of taxes (sometimes it happens that an object is paid very many times for taxes which causes a high price of this product). Out government just have to find the „middle ground”.
Thank you for your opinion. Unfortunately, the current tax system makes the middle class slowly getting poorer. It should be quite the opposite, the poorest class should become the middle class. Allowances make people lazy and don't want to work for them.
Of course, Bartosz, that taxes are needed. However, I will not agree with you about income tax. If the excise tax on alcohol and cigarettes is to discourage drinking and smoking, the income tax is designed to discourage you from working. If you do not work, the government pays you allowance. If you work, you are punished by the government for your efforts. The more you work, the more you pay.

It's an interesting article and I share your point of view, at least from what I understood from your article. I'm not fan of taxes and I would gladly take care of myself regarding many aspects of life rather than depend on my country to do so. Unfortunately this is exactly how it works in Poland. We have many institutions that I believe are not necessary. I taxes are too high. I do not agree with this system. I was born in it and I have to respect the law but this doesn't mean I agree with it.

I believe taxes are fair. Every country with decent administration and services for people has taxes, so this is pretty strong argument. We have to take care of ourselves. The idea is fine but it went too far.

I would like to pay fixed amount of money to the services I require. I would also like to be able to resign from services I do not need and subscribe to those I want to receive in the future.

Thank you for your answer. In my opinion, it would be necessary to privatize ZUS, NFZ and TVP as well as many other institutions. Introduce simple taxation and let the free market develop instead of slowing it down with a lot of regulations or bans.

2. Yes. In some way It is needed. But considering what you wrote about polish demography, money for ZUS be useless. It is money that we will probably not receive and contribution for entrepreneurs for that was raised this year

I think it's stupid idea... It's about paying for your own abilities and skills to work. You are paying for... your time spent in working. It's absurdal.

DEFINITELY NOT! As i said it's STUPID. It's worst tax that should ever exist. I mostly agree with a lot of taxes, but INCOME TAX... As I said: I'm working, I'm earning money for MY WORK and then I need to PAY FOR MY OWN WORK, my own time spent on working, like it's some fun / benefit for me. Wow, ridiculus!

1. I think that it is a punishment for a work and I don't really get the idea behind it. The level of PIT and CIT in Poland is so high that small companies have problem to pay it.

2. I think that income tax should exists but it should have be much lower than now.

3. I am not a specialist but I think that 5-10% of your salary (paying by you not employer) would be fairly for every citizens.
